Amendment Qld Sth rolloffs

After many eyes checking and rechecking rules for the rolloff, there is an amendment to rule b "must bowl 24 games in 2005" AND also rule h "must not reach the age of 23 years on the 1st day of January 2006."
Hope this hasn't confused everyone too much.
