Two handed bowling?

The quoted rule that I put up was from the current rule book on the TBA site.

The plot thickens, I am told that WTBA adopted the same rule as of 1 January 2015, so by default so did TBA but they haven't updated the rulebook yet... Certainly leaves the issue hanging from what I can see, but I don't think any two handed bowlers can be penalised while the rules aren't updated
