I think it would be fairer if you found out what the highest league average from last year was and make it 90% of that.
EG if someone is to average 232 and it is only 90% of 220, this person has an automatic extra 12 pins every game. If that makes sense?
Anyhow, thats how i think the cap should be determined, from the highest league average from this season.

This year's highest league average was about 217 (Mark Troughton). With guys like George and Ben bowling next season, maybe we need to make it 90% of 230, or 90% of 240...
Someone suggested that we calculate the handicaps based on the highest league bowlers average for that week. So for example, George has the highest league average after the first three weeks (228 for arguments sake), then base the handicaps for THAT WEEK ONLY on 90% of 228. This way, he would be off scratch, with everyone else earning some kind of handicap. In the next week, his average drops to 225 (still the highest), then that weeks handicap is calculated as 90% of 225.
This may be hard to manage, but it would probably be the fairest way to calculate it.
Again, this should be open for discussion on this thread, and during the Constitution Formation meeting first week next year.
I am excited at the prospect of 70+ bowlers next year, Rose has done an incredible job so far. If we can get 90 bowlers, then we will fill the centre from 1 to 30 with 3 bowlers per lane. That would be an awesome spectacle! If anyone is considering bowling, get your name down ASAP, it is going to be a great league.
