It is different, in my opinion, as collection of fee's cannot be enforced as the system is currently.
At my centre (back then) it was the centre that collected, not the Association (as a junior social league bowler, I wouldn't have even known one existed). I was under the impression that if the ATBC fee was not paid then you did not bowl after week three. As I always paid anyways (and was happy too, as I have every year since my return), I am not sure how 'strict' that rule was enforced. Being such, I believe only the centre can 'enforce' this payment.
As it is today with the local association collecting, I can't see how affiliation can be enforced. Just too difficult without the centres support! Besides the Associations have enough to do than to be affiliation police.
I look around at the leagues today and honestly would be surprised if 50%-60% are current TBA members. Many have stated to me flatly that they choose not to pay and haven't for some time (if ever).
As far as I am concerned if the way the centre run it was not strictly the "ATBC way" then it is a model that the current TBA should look into.
We see many threads (especially in QLD
) that we don't get the best to bowl in certain events. Maybe if fees were mandatory, TBA would have the funds to 'support' bowlers who have the ability to represent these events, within our shorelines and abroad. How many (more) people would attempt to gain entry into an elite team, if they knew finances would not be a restriction??
Again this is only my opnion, many will disagree with me (Hey the majority usually do, I think that is another sport currently ongoing
). But for the sport to grow and become, as it should be, a bona fide sport in the public opinion, some 'new/old' avenues need to be looked at.
