I'm not sure which organisations has the best Leagues, though I suspect that on balance it is TBAL. I would have to say, however, that, with very few exceptions, all the "best" bowlers bowl in the TBAL Tournaments. (Note: A few of the top performers bowl in both TBAL and TQI Events).
