I have heard a rumour that in 2004 there could be a player pool or draft started for the Junior Shield Tournament in Rockhampton.
If you nominate or roll-off for your Centre/Association and you don't make the team, then you can nominate to the player's pool or draft.
Or if your Centre is not sending a team then you can nominate to be in the pool / draft.
Teams that are not full of local players can then ask for a player from the pool of nominated players.
This appears to be a better suggestion that all the confusion we have at the present time.
