apparently rumour has it (through facebook) that NSW has announced the female rachuig team prior to the finalisation of bowlers on the draft. Rumour also has it that this is in blatant disregard of rule 7H but its only a rumour !!!!

Your spot on, it's only a rumour. NSW didn't need the draft as they have fielded there teams with NSW bowlers.
