There is no such thing as a Northern NSW Shield - there is a Northern NSW President's Shield team that competes at Nationals. Are you asking about Nationals or the roll-offs for the 2006 team?
If this helps...The Boys and Girls teams in President's Shield are...
NSW Teams-ACT/Southern NSW, Central NSW, Northern NSW QLD Teams-South QLD, North QLD
All the rest of the states and territories (VIC, TAS, SA, WA, NT) just have one Boys and one Girls team. ALL states and territories have boys and girls teams. The bowlers from each state and territory roll off against each other to make their state/territories team. Sometimes teams are short of players, so bowlers from other states/territories can elect to draught for the teams short of players. The bowlers that make the teams play off against each other in President's Shield, which is held during the Australian Junior National Championships, which will be held next year in April at Tuggeranong, ACT (Canberra International Bowl).
