what is kegel???

I have seen many references (like the one in the sports series forum: 'Any chance of getting one tournament to Aspley with their Kegel?')

can some one explain this kegel?? Any other information about how lanes are 'conditioned' would be nice! like 'oiling both directions', ' long oil', short oil' ... what the??
