Bowling lanes not cleaned properly

Bowled at centre I think has a problem with the lane cleaning machine.
The ball never seemed to go through it's "skid, hook, roll phases".
It almost seemed like there was oil for 60 feet.
The question is.
If the lanes aren't being stripped of the old oil properly. Will a residue build up with the machine pushing old oil further down the lane and then applying fresh oil on unstripped lanes?
The ball never seemed to turn the corner and stand up into it's roll.
There were also lots of sliding pins.
Any thoughts, suggestions, comments?

It is possible that if the old oil is not completely removed then that oil could be pushed down the lane by the squeegee blade. This would be a compounding effect with more oil being moved each time the machine is used and this would result in patchy backends.
